Attention to the population

Attention to the population constitutes a policy of principles, inherent to our system of popular government, for which the Constitution of the Republic of Cuba establishes in its article No. 61, that people have the right to address complaints and petitions to the authorities, who are obliged to process them and give timely, pertinent and well-founded responses within the term and according to the procedure established by law.

In addition to being a constitutional right of the citizen, it is an event of extraordinary political significance and a valuable source of information, which generally points out sources of problems, difficulties, errors and therefore, when used well, they become work instruments.

It is a policy of the government system, in whose execution all the leaders and officials who contribute to the strengthening of ties with the population intervene.

A truly democratic society has to be based on the trust of the people in its institutions, in the authenticity and honesty of the existing regime.

The functions of this activity require deep human sensitivity, preserving ethics as an essential element of the personnel designated to carry out the task as a public servant, being trained to listen and being able to transmit the State and Government policy. The citizen must be guided in correspondence with the topic or matter raised, offering the required attention, with serenity and simplicity.

The National Assembly of People's Power and the Council of State have the Department of Attention to the Population as an auxiliary office to deal with complaints and requests from citizens, it is located at: Calle Barcelona, ​​No. 109 (ground floor) e/ Águila and Galiano, Centro Habana, Havana.
